He holds a degree in Law from the University of Salamanca, a Master in Public Management from the University Carlos III, and a Master in International Politics from the University of Paris, and is a civil servant in the Senior Corps of Civil Administrators of the State.
Among his most recent professional assignments, it is worth noting that in July 2012 he was appointed Counselor for Education at the Permanent Representation of Spain to the European Union in Brussels until July 2017 when he returned to Spain to become Deputy Director General for International Cooperation and Promotion of Culture at the Secretariat of State for Culture of the Ministry of Education, Culture and Sport, later Ministry of Culture and Sport, where he assumed the national coordination of the European Year of Cultural Heritage in 2018 and the secretariat of the National Commission commemorating the V centenary of the first round the world trip of Fernando de Magallanes and Juan Sebastián Elcano.
In June 2022 he joined the Institute of Cinematography and Audiovisual Arts (ICAA) where he is currently deputy director general of promotion and international relations.
